FOLLOW THE MONEY: WHERE TSA’S BUDGET GOES

Flightline has examined the Department of Homeland Security’s (DHS) latest Monthly Execution and Staffing Report, which provides a detailed breakdown of how the Transportation Security Administration (TSA) allocates its funding. The public report shows TSA had $5.03 billion in total obligational authority as of Jan. 31, 2026, with $3.14 billion already obligated and $2.60 billion spent during the fiscal year.

Passenger screening remains TSA’s largest mission, accounting for roughly 43 percent of the agency’s total obligational authority.

Paid subscribers receive the complete budget analysis, including program-by-program funding, staffing levels, fee collections, passenger screening statistics, and our breakdown of where TSA’s aviation security dollars are actually spent.

The Federal Aviation Administration (FAA) has proposed a rule that would establish a single nationwide standard for flight attendant and pilot duty, rest, and meal break requirements, overriding state laws that mandate duty-free meal or rest periods during flights. The agency argues that cabin crews perform continuous safety-critical functions, including emergency evacuations, inflight fire response, medical assistance, and managing disruptive passengers, making it impractical and potentially unsafe for them to be legally “off duty” while an aircraft is in operation. The proposal follows several court cases that allowed certain state labor laws, particularly in California, to apply to flight attendants, creating what the FAA describes as an inconsistent patchwork of regulations for airlines. Rather than introducing new federal meal break requirements, the FAA says existing federal rest rules, including the mandatory 10-hour minimum rest period between duty assignments, provide appropriate fatigue protections while ensuring crews remain available to respond to emergencies throughout every flight.

Aviation Industry News

Irish discounter Ryanair carried a record 21.2 million passengers during June, a 7 percent increase from 19.9 million in the same month last year, making it the busiest month in the airline’s history. The carrier operated more than 116,800 flights while maintaining a 95 percent load factor, matching June 2025 and surpassing its previous monthly record of 21.0 million passengers set in August 2025. Over the 12 months ending June 30, Ryanair transported 211.8 million passengers, up 5 percent year over year, with its rolling load factor holding steady at 94 percent.

A United Airlines pilot has filed a lawsuit against Marriott International after he says a swarm of bats (!) entered his room at the Sheraton Denver Downtown during a training trip in August 2025, leaving him with a bat bite that required more than $100,000 in rabies treatment. According to the lawsuit, hotel staff removed several bats after he reported the incident in the middle of the night but did not relocate him to another room, allowing at least one bat to remain. The pilot alleges the animals entered through a hole in the room’s air conditioning unit and says the ordeal has left him with lasting anxiety about staying in hotels, an occupational necessity for airline crews. He is seeking compensation for medical expenses and emotional distress after settlement talks with Marriott reportedly failed.

🌎 WORLD EXCLUSIVE ANALYSIS

Leftover Money at TSA Checkpoints

Flightline is publishing this data before it appears in any major media outlet. The dataset shows the amount of money left behind by passengers at TSA security checkpoints during Fiscal Year (FY) 2025.

You'll notice only 68 airports are listed, even though TSA provides security screening at approximately 440 U.S. airports. That's because many smaller airports report their unclaimed currency through a larger hub airport.

For example, the nearly $106,000 shown for Los Angeles likely includes totals from airports such as Long Beach (LGB), Ontario (ONT), and Santa Ana (SNA). Minneapolis (MSP) includes airports from all of Minnesota. The same reporting practice is used throughout the country.

Flightline can also reveal that as of January 31, 2026, passengers had already left $270,033 behind at checkpoints in FY 2026.

Paid subscribers also receive an exclusive historical dataset showing annual totals from Fiscal Years 2012 through 2025, available only in the pages of Flightline.

We now have the rankings for May 2026 for U.S. airlines in terms of on-time performance, flight cancellations, and mishandled baggage. Paid subscribers get the full dataset rather than this preview.
